Fascinating - would this be applicable in other Commonwealth countries? I believe we're ultimately subject to the same criminal hierarchy as the UK over here in Australia - privy council etc

Thank you for you interest. I believe it would be applicable in other Commonwealth countries. It is broadly speaking the same system architecture or framework and there may be local tweaks and differences. For example, in England and Wales "Rates" are called "Council Tax" and it is the local District Council who are the collecting agents instead of the Department of Finance .
